These are the 12 steps you have to take in order to complete it:
1) Steal the Rhino from the army base, exit the army base
2) Reach Print Works in a minute without destroying vehicles
3) Get a 3 star wanted level
4) Steal a helicopter from the VCPD in Downtown
5) Fly to Vice Point and get a 4 star wanted level
6) Steal the Deluxo
7) Get a 5 star wanted level by doing drive-bys
8) Destroy the Deluxo
9) Go to Ocean Beach Marina and steal a Jetski
10) Sail to the docks, steal the Yankee
11) Get a 6 star wanted level
12) Respray your vehicle, save at the Vice Point safehouse
