In this video I show you the 3 things that fixed my Playstation controller not working on Steam especially with Warhammer 40k Space Marine 2:
1. Disable Steam input
2. Run Big Picture Mode
3. Disconnect your mouse

The above fixed my PS5 controller not being recognized by Steam for Space Marine 2 and I hope it helps!
