How to lock down your pc

0I just did a few things in Gpedit and user group. Then elevated the security level in control panel. User using my pc was changing everything for the past few years like it was okay. Even thought windows hacked or the no updated pc was responsible ie network hijacking. Could be but he was caught numerous times. Task scheduler access time and date change... you name it. Date and time restriction was tricky because that requires you remove user from security settings in local policy. 2days from this post he changed my windows key..so yeah. Anyways say you want to not have them touch desktop go to privelage level under properties and click again admin only.
