If you ever went to a movie theater in the 2000's there is a chance you've seen a Hydro Thunder cabinet. Released in 1999 for the arcade utilizing the Midway Quicksilver II hardware and later ported to several home consoles as well as Windows, it pretty much stands along an array of "theater racing games." Although a very fun game, this was around the time arcades were dwindling out so much in the US that there wasn't much of a selection of games to choose from, which is probably the main contributor of popularity.
