The first thing you should know is that he uses the Dragon Buster, which means he'll have a high chance of dealing instant death to you if you use Dragoon Form.
What I tried there with Meru, is using Talisman and trying to trick him into using it on her a lot to waste his turns. Unfortunately it didn't work out too good as he only used it once. But oh well, random is random and I still think that's a worthy strategy.
Lloyd doesn't have a lot of health, but he has quite high power so you should probably be using stuff like Rose storm and powerful moves quickly to take him out.
