1In this part I play an original game, pick a character that Sega totally hasn't forgotten about and race somewhat competently.

Apparently this game's version of DirectX 9 is a little broken on modern systems because of how they implemented it. So to get it working you'll need DXVK to get around this. PC not fond of Vulkan for some reason? Maybe dgVoodoo2 might help? Haven't tried with this game, but newer versions support DX9 games, so who knows.
