Let's play Oblivion 151: Madness in a different light

Part two of the ever so interesting fetch quest, this time taking on Dementia's Ciirta, and her eye (still undecided on left or right). Ciirta does have a story, but since most of it comes from Haskill and I didn't think to summon him, UESP and video information it is.

Here is what Haskill has to say about Ciirta and the Howling Halls:
"The Howling Halls are home to Ciirta's "Apostles of the Light", or whatever it is that they're calling themselves these days. These zealots believe her to be some sort of savior, or deity, or something. Their doctrine is very confusing. The most useful thing that I can tell you about Ciirta's followers is that they will not harm anyone who is wearing their robes."
"She is an interesting character indeed. She is one of the very few individuals in the Shivering Isles that is party to the secret of Sheogorath. She once made her way into the throne room during the Greymarch and saw that Sheogorath was nowhere to be found. However, she did not recognize this event for what it was. She believes that Sheogorath had abandoned the Realm out of fear of Jyggalag's attack. So while she is party to the secret, she does not know its significance. She believed Sheogorath to be a traitor to His people. She believed it so strongly that she led a revolt against Sheogorath when He returned. She was imprisoned in the Howling Halls for her trouble."

So the great big secret Ciirta saw was, in truth, the fact that Sheogorath isn't present during the Greymarch. Question now is: So what? EVERY NPC in the Shivering Isle will know this after a certain point, and comment on it. Thing is that Ciirta didn't just learn of the Greymarch, she actually survived it, somehow, and was banished to the Howling Halls come the start of the next cycle after leading a revolt against Sheogorath, when He returned. Her great secret isn't learning a partial truth, but remembering it, and the destruction that came with the Greymarch. In her own words, which you can hear if you talk to her:

"I did [see the Greymarch]. When the Knights came, I fled to the city. As they marched and burned everything to ash, I found a way into the palace. I sought Sheogorath. This is His Realm, and I knew that He would protect us. And what did I find? The Throne of Madness -- empty! Sheogorath had fled! Left us all to die! I hid as the doors to the throne room burst open. I... I don't remember what happened afterwards. I woke up in the marshes and fled underground."

Dementia has always had problems with truth, loyalty and betrayal, cough Syll cough, but seeing existence as Ciirta knew it burned to the ground and rebuild, killing her followers to ensure none except herself knew, is a truth and betrayal that broke her, enough so that her eye can function as part of the Staff of Sheogorath. I suspect Sheogorath spared her for this very reason; to preserve her eye should his Champion need it, but that's mere speculation.
