Special stat for Oak is 226. Lance is 247. I was slightly incorrect about the special stats. While legit pokemon + missingno are 190 and below, 191-199 is other glitch pokemon, and the trainers appear at 200+.
Blue actually has 3: 225, 242 and 243. I have no idea which stat produces what, or in what order. Seeing how there are 8 battles in 3 variations each thoughout the game, I an not surprised.
You CAN get the attack modifier for the glitch to go above the default of 7. Doing this is difficult, however, as it requires your opponent to know and use Swords Dance. Even then it's a pain, because it raises it 2 levels at once, making it hard to get precise fights for mods 8-13.
