Delving further into the base, it is plain that more evil is afoot. With the president (Galbrain) and the senator (Mr. Sheridan) being captured, its up to us to save them!

Really, the best way to beat this boss is to just unload everything at his face (while pressing the quick heal button).
He has that machine gun as a weapon so I doubt its easy to win in a long ranged fight unless you are good with grenades (which I am not).
