Giving the driver in front the benefit of the doubt I assume they were unfamiliar with this junction and hesitated at first because they didn't know what to do. Although it's not such an unusual junction really just a busy one that get's a bit crowded in the middle.

However there is no excuse for nearly hitting the biker.
