This is the story mission to take out the crooked judge either by going after the convoy or once it arrives at its destination. This is an easier alternative.

Have at least 2-3 grenades and run to the front of the blockade near the stairs to the river...

The methods mentioned in the cut scene was to either to follow the convoy or wait till it arrived. This was an easier alternative.
