The third Robot Master I couldn't defeat without Energy Tanks was Plug Man. There's a consensus on places like GameFAQs that he's a beast using only the Mega Buster, so I was pretty surprised that not only did I win this with the largest margin of any of the three follow-up battles, but I also did it without dying to him (or his stage, for that matter).

Turns out that Plug Man's jumping, while erratic and patternless, still has ways to exploit. When Plug Man is at a certain area of the stage, he'll never jump to some certain other areas, and I exploited this to get opportunities to shoot at him. I also decided to take more time here, knowing I can't dodge and shoot at the same time without diminishing my capability for both, and chose times when Mega Man is comparatively safe and shot away only during those times. It paid off pretty well.
