Part 17: So as you start you have two ways of going about getting past this area, firstly you can take out all the guards letting the Militia free to help distract the guards, however they end up dead before you even get to use them so be warned, secondly you can go straight to the left and stick to that all the way round the area. You will save ammo this way as you might only need to take out two or three guards. Oh and there is this cool thing you can do with Rose in the codec but it doesn't work on this part yes so I'll let you know later.
