This is an 11 years old platform, both processors are the same generation of Intel Core architecture. 22nm, Haswell Refresh released in Q2, 2014.
Both employ 4 physical cores but Xeon also has hyper-threading enabled so that is 4 cores, 8 threads. The Xeon is missing an iGPU, i5 has HD4600.
i5 is running at base 3.30 GHz and boosting up to 3.7GHz.
Xeon is an equivalent of non-K i7-4790 running at base 3.60 GHz and boosting up to 4GHz.
There is no overclocking apart from XMP on the memory.
