Mr. Goemon is an arcade game from 1986 made by Konami, which would later make the saga of Ganbare Goemon.
The mechanics are simple, you go from left to right and kill enemies with your (?) with the A button or by throwing items that you grab in the way with the B button, you jump and descend by pressing up and down respectively.
The thing with this game is... that it's difficulty, while not looking like it at all at first glance, is similar or worse than Ghost's n Goblins, and I'm being serious, the way this game just kills you cruelly without any mercy is very difficult to be compared with even the worst offenders of bad design... Just look at the later levels to see what I'm talking about.
To resume, in the original story, Goemon got boiled for his crimes against the rich for doing the robin hood stuff he's known for, and this game's difficulty represents perfectly that moment.
