Yes it's true. You won't be able to save, destroy, and reload your city in SimCity 2013. Read this article for more information:

I personally feel that this is a mistake because it will not be like the original SimCity games. I mean if you want to destroy a city in SimCity 2013, then you'll have to work on your city for a while. What's nice is that there will be a cheat mode to make cities faster for the purpose of wrecking but it will not be the same like the classic games. It's all because the game is online, and you also cannot play the game offline. What could make this worse is that if your internet goes out then could that mean you won't be able to play SimCity 2013 at all? Also, Spore is a game that lets you play offline and online, so why can't SimCity 2013 be the same? I just hope Maxis will think about this and fix it.
