Need for Speed Rivals is known for locking the fps to 30. It is, of course, unacceptable by today's standards.
There's a tutorial on how to unlock that, which you can find here:

There might be glitch or something else related to the mod which causes the cars and the game to be rendered at 30 fps, as shown in the video.
To solve this, simply remove the mod, and add/import it back using NFS mod manager. See the tutorial above.
