Let's try Oblivion using the Minor Skilling technique rather than a mod to fix levelling.

Minor Skilling involves creating a Custom class with all of the skills you are going to use as Minor skills rather than Major skills.
This should mean that you never level up, but the skills that you are using will increase over time.
Since you do not level up your opponents do not level up either, but your advantage is that your skills do increase, so eventually you will be doing more damage etc.
