New NAPLAN data shows that one in three schoolchildren across Australia fails to meet the minimum expectations for math and literacy, and one in ten is so far behind that they need additional support. Highlights NAPLAN 2023 results are the first to be evaluated under a new and more stringent set of criteria 2023 NAPLAN results are the first to be evaluated against a new and more stringent set of criteria Ten percent of students assessed as needing additional math and literacy support to meet expected standards Ten percent of students assessed as needing additional math and literacy support to meet expected standards Experts say the new system gives a clearer picture of how many students are lagging behind. The 2023 results, which are evaluated within the scope of a more stringent and renewed set of criteria, also show that local, rural and socio-economic students lag behind their peers. What changed? Under the new NAPLAN approach, students were assessed on four levels of competence based on previous years of study 'outstanding', 'strong', 'growing' and 'needs additional support'. The 2023 data showed that about 65 of students fall into the 'superior' 'strong' categories, while 23 percent and 10 are 'developing' 'need additional support', respectively. The missing two percent reflected students who were exempt from the exam. The new approach to NAPLAN comes after a review that recommended some states modernize test by making it online, assessing students at the beginning of year, and applying stricter criteria. Federal Education Minister Jason Clare said the new standards better reflect the real picture in Australian classrooms. Mr. Clare told ABC "These results show that the changes we're making at NAPLAN raise the bar." New NAPLAN standards Achievement is now categorized into four proficiency levels determined by expert panels of expert teachers, rather than digital tapes Exceeding exceeds testing Strong result meets challenging but reasonable expectations during testing Evolving indicates the student is performing according to the test. Needs additional support result indicates that student did not achieve expected learning outcomes during test and will likely need help to progress. “We have raised the minimum standard that students are now expected to meet so we can truly identify students who need additional support and provide that support.” Mr Clare said it was "very, very difficult to catch up" when the students fell behind. “We cannot accept that children who are left behind at age eight are left behind for the rest of their lives. "As a result, many children drop out of school." Glenn Fahey, director of education at the Center for Independent Studies, said changing the system was a "necessary evil". "The measurement today is more accurate than in the past and quite consistent with what international assessments have been telling us for some time," said Mr Fahey. These international results showed that, despite significant investment in
