to find Team Plasma had taken over it. After dealing with a few Plasma
Grunts, we encounter Victine, the Victory Pokemon.Victini is at level
15 but has a capture rate of 3. Weaken it as much as possible and try
to either paralyze it or put it to sleep. Pack plenty of Ultra or Great
Balls if you want to catch it but if you are lucky, try what I had done
but it isn't guaranteed.
