I found this glitch by accident when I was practicing this particular rewind trick in the sewers. The bug triggers when you kill yourself and activate a cutscene at the same time. I don't think it works anywhere else because this is the only cutscene that lets you move enough to kill yourself when triggered, AFAIK.
