Nintendo didn't focus on the arcade side of things for very long, but for the most part they saw their projects through to completion - except for Sky Skipper. Briefly location tested in both Japan and the US, then quietly shelved when the test reports came back negative. Most of the planned cabinets for it were converted to their next game, Popeye. Is Sky Skipper that terrible a game though? Maybe not! But I can understand why it might have been a hard sell for players at the time.
