What separates a good antagonist from a villain are intentions. I've always viewed someone who takes delight in their cruel actions as villainous, whereas someone who knows what they're doing is wrong but sees no other choice is antagonistic. Antagonists can be swayed. Villains cannot. Much as I expect this mofo to be against us, I think he's more of an antagonist than a villain. Here's hoping he can be swayed and this doesn't end tragically.
