In pre-perestroika times, drug trafficking was an out-of-the-ordinary crime. Ivan Danko, a policeman from the criminal world, comes out to fight against the Georgian mafia, who, using all the connections of the United States, is trying to make Soviet citizens addicted to cocaine.

This guy does not like to joke, and the proof of the seriousness of his intentions are big muscles and a gun. To arrest the bandit, Ivan goes to Chicago - a hotbed of capitalist contagion. There, a chatty policeman becomes his assistant. Together they neutralize the mafia, destroying half the city and shooting a couple of dozen scoundrels.
