In order to beat this cheating last boss on Resident Evil 3's highest difficulty, you may have to do some counter-cheating, yourself. This includes equipping the infinite Rocket Launcher, as well as the STARS field manual to help dodging and ALL 6 coins (Recovery, Defense, Attack x2 each). Saving up a few first aid sprays throughout the game for this fight comes in handy as well. Places that always has a first aid spray include the Nemesis chase right before the sewers, and right before the last two bosses in the game.

Everyone will agree that this boss incredibly difficult because of his slam attacks that will (most of the time) stun-lock you to death. You need to practice timing these attacks, as well as doing your best to bait him into his slow sweep attacks by staying to his sides rather than in the front. With the infinite rocket launcher, you'll want to position your shots to the sides but not too far apart from his middle. Try to only need 2 shots per cycle (it's possible to pop all his sacs using just 1 rocket with the attack coins as you can see here).

Even using these methods and all these shop items, the boss is still incredibly cheap and took me about a dozen tries to beat, but I eventually did it and got the platinum. Hope this helps!
