Game #467 is Shining Tears on PS2, an Action RPG.

Part of the 'Shining' series of games (e.g. Shining Force), Shining Tears takes place in the walled city of Shildia, a fortress surrounded by 3 large walls. Elwyn, an elf finds an unconscious man Xion by the riverbank and brings him to a doctor at a nearby inn.

Having amnesia after the incident, Xion knows only his name, but not what he was doing at the river, or why he has 2 rings, one of which can't be removed from his finger. He quickly finds out that they are the legendary Twin Dragon Rings, and Xion and whatever partner wears the second get a massive boost of power when used in battle...
