Completed in 00:29:00. Previous strategy was over 31 seconds, so this is a good improvement.

Basically, instead of making Tetsuo shoot all 5 bullets and reload, I make him shoot one and then reload.

I've now learnt of faster route. It involves alerting the cop, then running around the cafe and entering it through the now mysteriously unlocked front door. You can examine the notebook this way without fighting anyone! I've seen a run that finishes this level in 00:24:36 using this tactic here (at around 6 minutes):
