So I did look up some locations in the spoiler log after this and found the following:

Lamp was at Right Super in Wrecked Ship
Charge Beam was at Pyramid Fairy's Right Chest
Bombos was in Ganon's Tower at the Randomizer Room (bottom left)
Speed Booster was the prize for turning in the Green Pendant
And the Master Sword Pedestal had 10 Arrows.

Since getting to Ganon's Tower required the Cane of Somaria which Draygon had, and Ganon's Tower had Bombos which was needed to get to Misery Mire for the Green Pendant, Speed Booster was logically behind Draygon. The access through Link to the Past cave was the only logical access to Draygon this seed.
