So I recently got into playing as Surge due to the fact that she's pretty much a mix between the Lightning Shield and the Attraction Shield. But that's just when she's neutral. When she's charged (either by defeating enemies, fully charging a spindash, or having the electric-based shields on hand), these abilities will get a boost with you being able to use the normal version of the ability immediately after the charged ability. This makes for some fun runs through stages such as this one.
