Very rarely, you can get the medium dome tech before you get the first one built. Personally I don't really ever build it first since they're generally very expensive but they're a great option if you're India or if you have a huge amount of cash as the International Mars Mission.

The first dome being small no longer sucks tremendously, only a little since you can now interconnect domes to make sure they work properly even without having everything crammed into a single dome.
