Team Fortress 2 is a first person shooter. It's all about combat, and most of its basic gamemodes involve it too, whether you're defending a payload or a control point, it's all about fighting.
But tf2 has a really cool movement system, and the soldier and demoman can abuse that to the fullest with both rocket jumping and sticky jumping. And some people spend the overwhelming majority of their time just doing that.
But in there are a lot of tricks to jumping that are impractical in "real" games. So the community created maps specifically for jumping in, like little obstacle courses for rocket and sticky jumping. But they're not made by valve, they're made by the community.
