Heir to the Throne is probably easier in 1.16 than in 1.14.
Although later scenarios are slightly more difficult due to less starting gold, earlier scenarios, especially traditionally difficult scenario 6 and 9, are easier.
Therefore, overall, HttT in 1.16 is easier than in 1.14 because earlier scenarios play a more important role in determining the overall difficulty.
