After a psi-emitter device was planted on the Confederate capital world of Tarsonis to lure the zerg swarm, Lieutenant Sarah Kerrigan was assigned the elimination of the protoss expeditionary force on the New Gettysburg space platform, in order to protect the main hive and allow the zerg to continue decimating the Confederate forces on the planet.

Mengsk's betrayal was due to Kerrigan's arising dissent, as she had voiced her opposition to unleashing the zerg on a terran world, and also out of revenge for the murder of his father, the original leader of the Korhal rebels, at the hands of Kerrigan, then a neurally conditioned Confederate Ghost.
