I'm super happy to report that my "Seasoned" Game Plus Save File was exactly what was causing the problems in performance and saving.
I've got the game running 100% again.
They really need to fix this as some of us like to go DEEP, and it's a shame I had to give up all my upgrades and Callisto Credits to get the game running right.
it also would have been nice if any of them would have responded to my inquiries about the issues rather than completely ignoring me on all of the internet.
