Feels like Ningguang is pretty well-suited to this fight, it's not at all like fighting Oceanid despite appearances. This boss is purely single-target and moves around a lot, making homing projectiles all the more useful. I wouldn't worry too much about getting marked by an attack; so long as you can survive against the powered-up attacks, you might as well go for a fast takedown.
