Trying for Rome in Victoria 3| Day 2

Today, we're continuing our series on how difficult it is to form Rome in Paradox games. This time, we're tackling Victoria 3—a game I have the least experience with and, frankly, the lowest chances of actually achieving our goal.
Why? Well, for starters, Victoria 3 doesn’t even have a Rome tag, so even if we conquer all the necessary land, there’s no nation to officially form. On top of that, I’m not exactly great at this game and still don’t fully grasp many of its mechanics.
But that’s not going to stop me! We ran a poll, and the overwhelming consensus was that we should attempt this challenge as the Ottomans. Of course, this only makes things harder, as they start with some serious disadvantages—an outdated bureaucracy, an antiquated military, and a severely underdeveloped industry.
