After spending some time with Doom Eternal, I can confirm the HUD is very disorganized. The plethora of abilities that have a cool down are scattered, and it makes for unnecessary frantic button pressing. Since the game is so fast paced already, the last thing players need to do is spam all abilities wildly in hopes that one of them hits. Taking your eyes off of the action for too long will result in a pretty quick death.
