He's a war veteran who spends his time with his partner down by the river in front of Pembroke Hospital, near where you first encountered Clay Cox. When you first encounter Oswald, he's cornered by skals down in the sewers, during the Rat in the hospital story mission. If you fail to save Oswald before you rest, he will die and you'll lose out on this character.
Newton Blight is a citizen of the Pembroke District. He's a war veteran who spends his time with his partner down by the river in front of Pembroke Hospital, near where you first encountered Clay Cox. Newton does not show up until after you've finished the Night Shift story mission.
