2This is a proof of concept. Ideal run would be done with TAS, this video is done in multiple segments. Flip count in top-right corner is taken directly from Cheat Engine's memory address tool.
I'm pretty sure this is the fewest amount of flips you can beat the game in given these rules.
Allowing any input would just be NG+ (with 6 flips)
and allowing Save/Quitting would lower the total down to 67 flips.
