In general, War Mongrels works not bad on this config. This game also supports FSR, which allows you to get high fps. But there are some technical problems:
1) Fps drops a lot when choosing some skills of characters
2) There are some ladders on the frametime when moving the camera and actions. The problem is not critical and I believe that the patches will improve the stability of the game.
3) Autosaves cause stuttering. This is not a problem in itself, as saving stutters in almost all games. But autosaves are common in War Mongrels. I tried to disable them completely (you can disable them in the settings), but the autosaves still remain. I believe this bug will be fixed.
4) DX12 is less stable than DX11 for RX 5700
