I'm not the first one to discover this, but I found it out myself so I wanted to make a quick video about it. I think what's going on is that ID doesn't actually proc radiation, it just applies its debuff which is confusion. Same concept as Nyx' Chaos I suppose. Either way this weapon is really fun to use on Oberon! I imagine it's generally really good if you have some kind of status weapon with you. It's like Life Strike but for shields.
