Retaliation Missions are no joke with Reliable Damage mod turned on. Even 1 damage is enough to put down a civilian, so now you never see even a rare miss on a civilian. If they shoot at a noncombatant, civilian casualty. All there is to it. What is worse is when the enemy starts setting up Overwatch, and then another one flushes out a civilian. Two dead in one turn. Three turns of that, and you are suddenly in a losing situation. Combined with the mod where it makes Retaliation missions much more difficult to mitigate, in terms of resource losses, and it can be a real experience that will humble a campaign that is on a role.
