The most demanding boss fight that is not named Neith. I performed a fair amount of testing (charge shot first is slower, all far burst shot first phase is not faster than a good execution of this strategy, ending the fight with regular bullets is slower). If it's possible to fire all burst shots close, that would be faster but I have no idea how to make that work.

After the initial volley, wait for Nebula to complete the flight path. Nebula can turn clockwise or counterclockwise. If he doesn't fly over the dam, you need to adjust Jehuty's position so that the 2nd burst shot lands. Perform 3 dashes right if he flys over the mountains.
