This is Voltage Fighter, a surprisingly competent fighting game from Technos Japan. The game was eventually made into a 3 episode OVA which I've heard is somewhat rubbish.
Ohga is the final boss of the game. He's your typical God-esque boss who, to show his power, doesn't really transform like the rest of the fighters, and only has three specials moves to speak of. So, a very typical boss indeed. That said, I really quite enjoyed playing as Ohga. His moves do a lot of chip damage, which makes it fun to use him to wail on the opposing enemy with. He has a fantastic projectile, a charge move which does a lot of chip damage, a couple of good throws, and a dragon punch which goes across most of the screen and is a fantastic counter move, doing exceptional damage if you can combo into it, too. I'd highly recommend playing as Ohga, as he is a really fun character to play as. Enjoy.
