Unlike a typical Agnostic, Mana Regen is minimal, and Mana recovery is a combination of reach.
On PoB, the DPS appears to be sufficient, but it is actually much lower since it is highly dependent on Arcane Cloak and Arcane Cloak's uptime is about 60%.

40% with Font of Thunder
30% with Purity of Lightning's Sublime Vision
50% with Divine Flesh in Glorious Vanity

With these
Fire and Cold converts to 70% Lightning Damage and 50% Chaso Damage
Since the conversion ratio is 7:5
Fire and Cold converts to a ratio of 58% Lightning and 42% Chaos.

Body Armour's Elevated Mod is used with 45% MoM.
Mind of the Council has 30% MoM against Lightning Damage.

Fire and Cold are taken as 58% Lightning Damage, so 30% * 0.58 = 17.4% MoM effect is added.

Against Fire and Cold, this is equivalent to 45% + 17.4% = 62.4% MoM
Against Lightning Damage, 45% + 15% = 60% MoM
Against Chaos Damage, the MoM will remain at 45%.

Build-wise, it is Elemental resistant and more durable than the usual Agnostic MoM.
It needs to be converted to gain resistance to Physical Damage.
Specifically.
Physical Damage from Hits taken as Lightning Damage
Physical Damage from Hits taken as Chaos Damage
Mods are required.

Do not use Hits taken as Fire or Cold Damage.
Damage will only be converted once, so you will receive negative resists, which will increase the damage taken.

For Self Attack, I think Elementalist is the best choice.
Since the only reserve skill is Purity of Lightning, it is difficult to secure Acc.
Elementalist can supply high Acc from Ice Golem.
It also has high synergy with Lightning Mastery's "Increases and decreases in maximum mana also apply to Shock effects at 30% of its value" It also works well with Shaper of Storms' definite Shock.
The one spare skill is to make room in the Gem socket for various Gems for various Golem.

Assasin and DE can produce DPS similar to Elementalist, but with much lower durability; Movement Speed is fast, making them good choices if farm is a priority.

For Hierophant, I'm thinking Totem is the way to go, I have an idea for a HIE build and will test it soon.
