It's Atomic Pi, which powered with Intel Atom x5-z8350, 2gb 1600mhz ddr3l Ram, 16gb eMMC flash, wifi, bluetooth, and so on. Although it's not a brand new device, running this device took some serious time since it doesn't have power input for instance, you need to find right power adaptor and made a custom input. Morever 16gb eMMC not offers enough space for windows either, so I prefer Windows 10 Home N edition yet after the installement there was only about 1gb free space. Lastly, I wouldn't say best single board for retro gaming indeed, I mean there is no way to install Windows XP or 7. BTW, games are runnig via Samsung Evo Select micro sd card, thanks to the Steam Launcher.

One more thing if you're still interested. Through the atomic pi, Youtube and other media websites are running without an issue at least for 1080P, 30fps but Netflix stutters a lot.
