It's appropriate she's called Uranus because she's a real pain in the ass.
Uranus is the sub-boss of the game, and certainly one of the more interesting bosses in existence. She's a sort of archer-knight with angel wings (and even attacks using said wings), mainly utilising her bow in order to deal quick, and in particular cheap damage. She has the ability to fire projectiles as a regular attack, and even has an easy to use, qcf + P special move where she fires two far-reaching projectiles in a role. These deal hefty damage if the opponent is struck by them. And if they block? They'll be sent repeatedly backwards towards the edge of the screen, and if they don't dodge in time can even be pushed out of the ring entirely. To frustrate the player even further, Uranus can also fire arrows while she's in the air (and which have further range than her regular attacks), and seems to jump higher, and remain in the air longer, than the regular characters. Couple this is a powerful fire charge attack, where she charges into the opponent and knocks them back for considerable damage, and you have not so much powerful but certainly crafty boss who mostly relies on cheap tactics to punish players. All in all, she makes for a formidable opponent, and coupled with her unique design I can't help but quite like her. She is very cheap, as her quick movement and keep-away attacks tend to prevent the player from closing in on her, and yet simultaneously there's something oddly endearing about her. Tamsoft definitely were onto something when they made this game.
