To gerrymander is to manipulate the boundaries of voting districts to favour one side over the other. If you don't understand how that is possible, here is a simple game you can play with 24 tokens (coins work well for this). We talk about the strategy for successful gerrymandering - clustering the group you want to lose, and getting many slight majorities for the group you want to win.
