You can get the Green Access Card by unlocking any safe including the one on the 3rd floor in the armory where you get the weapon case from. The description of this key says that it belongs to the DRC logistics staff and that it opens the storage rooms on the south side of the first floor. Building 21 is a pretty confusing maze with tons of doors so this tutorial shows exactly where you have to go to unlock these 3 maintenance rooms by the parking garage and get 3 supply boxes, a duffle bag, and other very valuable loot.
