Very annoying… BUT I FOUND THE FIX!!!!!!!!
The reason this glitch was happening was because I was trying to do a stage of the side quest before actually getting to that stage… in the side quest “The Splinter Within” you are asked to go to 3 sites and this is one of them… I did it again and after aloy repeating the line twice she then stopped and started saying the voice lines she should about the dead Quen instead…
If you do not have that side quest yet then simply go to the Burial Grounds in the main settlement “Fleet’s End” and you can talk to Theoa who will then ask you to meet her at a nearby Campfire… she will then send you to the three locations that I mentioned before…
